In 1902, British aristocrat Orlando, Duke of Oxford, his significant other Emily, and their young son Conrad visit an inhumane imprisonment in South Africa during the Second Boer War while working for the Red Cross. Emily is mortally injured during a Boer sniper assault on the camp. Before she dies, Emily makes Orlando promise at no point to allow their son to see battle in the future.

After twelve years, Orlando has shaped a private spy network consisting of domestic servants utilized by the world’s most remarkable dignitaries, and has enrolled his own servants Shola and Polly into it. The organization’s essential goal is to safeguard the United Kingdom and the British Empire from the coming Great War. Conrad is anxious to battle, however Orlando forbids him to enlist in the British Army and persuades Lord Kitchener, Secretary of State for War, not to allow him to do as such.

At the behest of Kitchener, Conrad and Orlando ride with Orlando’s companion Archduke Franz Ferdinand through Sarajevo. Conrad saves the Archduke from a bomb tossed by Gavrilo Princip, a revolutionary goal on sparking a conflict.

Princip later encounters the Archduke’s company again by some coincidence, and succeeds in lethally shooting him and his better half Sophie. Orlando learns that Princip is important for “The Flock”: a gathering plotting to pit the German, Russian, and British empires against one another.

The Flock has its headquarters on an isolated clifftop and is driven by “The Shepherd”, whose extreme objective is to accomplish autonomy for Scotland; among its operatives is Russian mystic Grigori Rasputin, trusted adviser to Tsar Nicholas of Russia.

On the Shepherd’s orders, Rasputin poisons Tsar Nicholas’ young son Alexei, just to fix him when Nicholas promises to stay out of the conflict. Conrad is advised of Rasputin’s manipulation by his cousin, Prince Felix Yusupov.

Realizing the Western Front will be left powerless assuming that Russia leaves the conflict, Conrad delivers this data to Kitchener and his confidant Major Max Morton, who set sail for Russia. Their ship is obliterated by a submarine and sunk.

Expression of Kitchener’s passing reaches Orlando, spurring him to venture out to Russia with Shola, Polly, and Conrad to manage Rasputin for the last time. After a tiring close battle, Orlando, Shola, Conrad, and Polly successfully kill Rasputin during a Christmas celebration hosted by Prince Felix.

Soon thereafter, in the wake of praising his nineteenth birthday celebration, Conrad expresses his assurance to enlist in the military, unfortunately.

At the Shepherd’s orders, Erik Jan Hanussen, an adviser to Kaiser Wilhelm II, sends the Zimmermann Telegram, expecting to distract Britain and the United States.

Albeit the message is caught by British knowledge and interpreted by Polly, President Woodrow Wilson refuses to join the conflict, refering to an absence of substantial confirmation.

The Shepherd recruits Vladimir Lenin and orders his Bolsheviks to oust the Tsar and eliminate Russia from the conflict, sending an assassin to kill the Romanovs.
